Open Content is material that you or your organisation wished to share
freely
(eg, to increase its circulation or use, and/or to get feedback from
readers, so
that accurate error-reports on it can improve future editions/releases of
it).

Here's a site that gives details on how to use P2P technologies to publish
your Open Content (papers, books, notes, multimedia, et al.):

Oh, at another site is an encyclopaedia entry on Open Content:
