In my personal experience, teacher quality has a damn sight more
influence than class size within fairly wide limits of class size
(e.g. 16 to 40).

The fundamental problem with smaller class sizes throughout the
system is that it necessarily would mean a reduction in the quality of
teachers.

Money may buy some small advantage, but if you assume the best (i.e.
most committed and talented) teachers are already in the system, then
any increase in numbers *must* reduce the average quality.
